Under CARA guidelines a request for an intercountry adoption must be processed
through an adoption agency in the country of residence of the adopting couple..
Foreign adoptions cannot be processed directly by any Indian agency. CARA has a
list of approved international agencies and intercountry adoptions must be processed through one of these agencies.
Legal guardianship of a child is given to a foreign couple only after the State Child Welfare Committee, CARA and the Indian court verify that the child is legally free for adoption. The child may come into the custody of an adoption agency either by formal, legal relinquishment or because she was abandoned. Information about the birth parents is not made available.
Karnaprayag does not place a child in intercountry adoption if an Indian home can be found for the child. Even in intercountry adoptions Karnaprayag tries to place infants with ethnic Indian parents. However in special cases, Karnaprayag does place infants in intercountry adoption with parents from other countries and other ethnic communities. The procedure can take upto two years to complete.
